The character represented here is called Budaï (in China), or Hoteï (in Japan). It is often referred to as "chinese Buddha" or "Buddha within". In the asian tradition, it is regarded as a good luck charm. It embodies the ideals of a good life : health, happiness, prosperity, and longevity.
Budaï really existed (he would have died in 916) ! He is revered in Asia as it was a person joyful and generous. The legend tells that he put in his bag the broken toys that the children entrusted him, and then he reported repaired.
